To cook the sauce, heat olive oil over medium heat in a small sauce pot, then add the onion and cook for 3 minutes. Next, add the garlic and cook for an additional 2 minutes. Stir in the tomato paste and cook for another 2 minutes. Add the ground beef, breaking it up as it cooks, until fully done, about 5 minutes. Season with salt and pepper, then add the tomatoes, herbs, and cheese rind, stirring to combine. Cover the pot with a lid and simmer on low for 30 minutes. Finally, remove from the heat and allow the sauce to cool.
To prepare the ricotta mix, combine all ingredients in a medium bowl and chill in the fridge until ready to use.
Once the sauce is cool enough to work with, you can begin assembling the rolls. Run two pieces of Borgatti’s double-width lasagna under warm tap water, then place them on your work surface. Pat both sides of each noodle dry with a paper towel. On one noodle, spread ¼ of the ricotta mix, then sprinkle with ¼ of the shredded mozzarella. Place the plain noodle on top of the cheese-covered noodle. Spoon a thin layer of the meat sauce on top of the second noodle. Carefully roll the pasta into a spiral and place it on a plate. Repeat with the remaining pasta and ingredients. You will have leftover sauce—save it for baking. Allow the rolls to set in the fridge for 30 minutes.
To assemble, spread the remaining sauce in the bottom of a square baking dish. Remove the rolls from the fridge and cut each one in half, using a serrated knife for best results. Place the rolls, cut side up, in the baking dish on top of the sauce. Bake at 375°F for 40 minutes, then serve.
